Super Technologies Buys Maxbet Online: Romania Has a Consolidator

On 13 February Super Technologies - the Bucharest group that was Superbet until its rebrand in December - agreed to acquire Maxbet Online, the Romanian online sportsbook, together with Maxbet Malta. The price was not disclosed. The deal needs approval from the Romanian Competition Council. The target is separate from the Serbian Maxbet group.

Super has the balance sheet to keep going. Blackstone invested EUR 175 million in 2019 and the group refinanced EUR 1.3 billion of capital in 2025. It operates in Romania, Poland, Belgium, Serbia and Brazil. This is now a private-equity-backed regional champion with a stated intention to consolidate.

For owners of licensed operators in the region, that means a credible strategic buyer exists close to home, with a track record of closing and a process that runs through competition clearance. Worth knowing before the next approach lands in your inbox.

At the same time, Romania has just made land-based gaming harder. Emergency Ordinance 7/2026, in force from 25 February, gives municipalities a veto over gambling venues in their territory. Where gaming is allowed, operators will need an annual local authorisation on top of the national licence, and councils may set zones and local fees. Several cities are already moving towards bans.

That changes due diligence for any retail network in Romania. A buyer will now want the licence position of every location as well as the company. Expect earn-outs or price adjustments tied to how many venues survive the first round of council decisions.

The wider picture from Bain’s global private equity report, out this month: buyout value rose 44% in 2025, exits rose 47%, and sponsors still sit on USD 3.8 trillion of unrealised value in roughly 32,000 companies they need to sell. Capital is available and the pressure to transact is on both sides.
